New rule: if you come to me for tech help and didn't try turning it off and on, don't even bother.

    if you think turning something on and off actually fix the problem, maybe you shouldn't be here?..

    turning on and off does not fix anything, just a way to get pass it (for now)..

    It actually does fix something. Services that won't start before you restart your pc....?

    As a catch-all for anything that can fuck up during runtime, it's a pretty useful strategy.
    This is from someone that works at a service desk.
