Why can't meeting organizer enforce time schedule, especially ending?

It's pretty much normal to stay 1,5 hour on 1 hour meeting.

Everytime this happens i mention it and please to end the meeting.
If the meeting needs more time than expected the organizer should setup a new meeting or kindly ask everybody if there is time to add another x minutes.
Its my time so i want to decide what to do with it :)
