I want to ask if your project manager assigns a task and ask how much time it will take to complete it which is particularly a new stuff, how you guys give a tentative date. It's freaking impossible for me to tell.

As far as I know, you can tell how much small tasks will take, the programm manager should help come up with these first.

If you can not commit to a deadline, you commit to provide updates regularly until you are either done or figure out an estimation.
