You just need to sideload it after enabling dev mode in chrome://extensions

If the extension itself doesn't work, maybe there was a change in the chrome api by the recent updates. You can see the js code by dropping .crx file here

that site is useless because crx is just ZIP format by itself, so changing crx extension to zip allows to extract its source files.
