There are lots, but I'm guessing you didn't phrase your question correctly.

Do you mean hypervisor? A VM is just running an OS and there are plenty of free ones of then

I guess you mean virtual machine.

A good free virtual machine program is virtualbox.

But i greatly recommend Vmware which costs. But you can find it free on piratebay. I did ;p

@HampusMa if you don’t need to run more than one VM then the VMware player will do has most of same features

Just make sure not to install a fake one with a virus attached to it.

Do you need a GUI on the guest systems (since you said, you'll need multiple) if not, I personally would use docker. It's often faster than a VM and with docker-compose you don't have to deal with the networking between different boxes...

If you're on Mac, I'd also suggest looking into Parallels, though you'll probably need a cracked one.
