It's actually impossible.

Direct access to hardware required for an operating system can't be done purely in python.

When writing a kernel in a modern language (not some kind of forgotten algol/ada dialect), you're pretty much limited to architecture dependent Assembly, C and Rust. With some trickery, you could include C++ and Swift to the list, if you include small modules written in a lower level language.

Now, a desktop environment could easily be written in a higher level language. Linux Mint's Cinnamon is largely Python and Javascript for example, but that's just a thin sauce layer on top of the OS.
