The site is under development only and they want to use the CMS to create and edit content. I've heard that the CMS needs to be configured properly so that it doesn't hurt SEO in the future.

Paymouse184yFrom my experience, I can say that no CMS platform will be 100% SEO friendly, each of them will have their own drawbacks and they will all need to be configured correctly. Of the main contenders, I would recommend WordPress to you, the only drawback I noticed is the large number of required plugins that can slow down your site.
