so the answer to your question is highly dependent on subjective factors.
but given a distinction category "is it meant to help the general population", then i'd say 80% is malicious. and 100% of all commercial software, since it's designed to make money, not to make life better. -

i'd rather categorize it as "chaotic neutral" on the DND scale.
