Q).How does one try to understand how or what a programme is in a third world country with no basis of proper infrastructure?

Apart from using raspberry pi which not only requires a person to help yiu understand it but cost a lot.......Something that Completes the circle , from bundling the the hardware with seamless software out of the box and for the fraction of the cost of a raspberry pi

[Open to all sorts of input.....from this thing has no practical use to lets do something]

    I don't know anything about pi's and I'm not sure I understand the problem. Is it a hardware, software or business model problem?

    not sure exactly what you mean but maybe something like the arduino starter kit?... - basically a raspberry pi but comes with tutorials on how to do the hardware side and also the programming side...?

    From India which qualifies as a third world country, I don't really get what you are trying to ask but -

    RPi is not that hard to get. it's just another computer.
    we get material from the same sources others do. official/unofficial documentation and stack overflow.

    as for something fraction of cost of Pi with a seamless and great software and hardware, thats impossible for now. (if by seamless you mean what apple tries to do with their ecosystem). even with cheap labour here and in China, you just can't get that experience at fraction of a cost.
