Is it normal to Dev things 0% compatible with Internet explorer? Because I always do it by unaware way

It's wise to support whoever your users are. Analytics of your site should tell you which browsers are the most important to support.

We have some clients that are companies that mandate all work computers use IE still. We're stuck supporting it for the time being.
