Genuine question here...

Why the fuck does windows not remember the correct time or sync the correct time after having been dual booted with Linux yet the Linux install is functioning perfectly fine?

Because Linux expects the system clock to be UTC and will apply an offset for your Timezone, and Windows says "fuck that" and expects the system clock to be localtime (so when Linux sets it to UTC, Windows thinks that the UTC time is localtime and displays the wrong time).

Or maybe it was the other way around. Either way - just sync to a timeserver, eg `pool.ntp.org` and the time will always be correct

Maybe an issue between UTC and local time, plus that you didn't configure your Windows to repair the messed up time after every boot while you did configure Linux to do that.

Also, you apparently configured your Linux to mess around with the BIOS time.

You can set Windows to use UTC+offset like Linux does. I think it's a reg key or something. Then the time should remain consistent.
