I feel like adding a new section to my contract mentioning that any uninformed delay in response, payments, or material transfer would cost an additional fee per day (except on public holidays and weekends).

Any thoughts?

    If your client agrees, go for it.

    I think it's more reasonable to cover yourself in terms of missed deadlines due to delays out of your control. No client is going to sign this.
