ugly workaround, to ensure it works: cmd /c ssh-keygen blabla -N ""
at least i have to run it only ad-hoc only -

my passphrase was "dick"
when you can't generate ssh key in powershell, because the -N option (Passphrase) requires an argument.
the same works in cmd.. without error....
