There's probably a discord group from here, and I'm sure there's a fuck ton of others with devs.

Meetup app. there are many events in many places. in Munich I could go to 4-5 programming related meetups every day.

essi3135yIRL: Go to game jams or hackathons, it's nice to learn and test stuff out in a team setting, and participants are motivated to make things together.
Online: reddit as others suggested, but also there might be a Discord for what you're interested in, such as https://www.reactiflux.com/
I'm seriously interested in programming and all that comes with it and have been for a long time. I'd love to talk to some people that share the same interest but struggle to find people. Any tips? Note: I am not in university/college yet.
