Always a sad story. I applaud your responsibility for trying to spread word of his indecency rather than trying to sabotage his application.
Absolutely boggles my mind that even if you have a contract, they will still try to avoid paying you.
I suggest sharing your story and spamming his phone and email until you are paid. Eventually you will annoy him enough where $500 will seem a decent price to make you go away.
I saw you left a negative review on his app. I would do the same, but I don't want to add to his download count. It's a very unpopular app anyways.
A hard lesson to choose more reputable work next time :( $500 really isn't enough to take legal action, if the government there is even efficient enough to process it. (In America we have small claims courts, I have no idea what the Kenyan legal system is like)
Again, my sympathies for your situation -

iamai20094y@rustyRaptor sorry you had to encounter such a person. putting the word out there is a start. Maybe you could put your own app out there? Rebrand what you did for him? He isn't technically a copycat but it is your hard work and you know the program best. The best way to win is to be better so you can do the same program or apply the learnings you gained from it for another app and be an independent developer?
Also it's a long shot but how about writing to Google app support as well? Inform them of your story, someone might have better powers to intervene since the guy will obviously use their platform. -
@iamai thank you so much for your words. It's true, I did pick up a lot while working on the project he contracted me for. It almost always happens like so in this country. The government will put up some platform in the name of 'a competition', 'to see who can come up with the coolest project'. Before you know it, someone, or some politician is funding someone else to do the same project you presented as your own, calling it their own, and there's nothing you really can do.
I hadn't yet written to Play Support, seeing as I hadn't thought of it but I am doing so right away. Thank you for enlightening me on this.

My name is Jimkelly Nzioka, a Flutter Developer from Kenya. A few months ago, a person named Daniel Kibet, the CEO of a company 'Aberison Investments Limited' got in touch with me, telling me that he needed a Flutter Developer. He took me through a couple of tests, as he out them, to gauge my proficiency in Dart and Flutter, since that's what we would use to develop updates fora lthis app on the Google Play Store named 'BOBO' (https://play.google.com/store/apps/...) I passed the test, and he proceeded on to tell me that the app was on Play Store already and he invited me to the office in Miraj Towers, Westlands, Nairobi, Kenya to see it. He presented me with a contract to sign which would go on for a period of 3 years, during which I was to develop the aforementioned app, provide updates maintain the database, etcetera. I live somewhat far from the office and as such, I would work remotely from home, making commits to a Github repository we created for the project. I did a bunch of work for them, including working in the UI (which really needed a lot of work), writing loads of Cloud Functions, as well as Cloud Tasks for functionality they needed. They would also consult with me concerning how to achive some functionality in code and I would offer my honest advice and suggestions. Things seemed to be going on well, until the start of this month. As per the contract, I was to bill the company a sum of Ksh 50, 000 every month that's roughly equivalent to $500. That was enough for me, seeing as I am still a student in University, and I would be working on it as a part time job. However, as of today, September 8, 2020, he has refused to pay me for my work and is ignoring, sometimes canceling any phone calls I make to him. In addition, I noticed he has restricted my access to the Firebase project
I know you probably don't know this person, but you are developers and engineers, and know what it would feel like if you realized someone has been using you, when all along you have been doing your level best to just do your work
