Depends on the industry.
If you're going for Advertising, Travel or other businesses which were heavily impacted, then yes.
Although most are doing great, and actually are the ones who has increased hiring.
So If you're applying in IT, you should be 80% safe -

Ofcourse, if by switching you mean: resign first, apply later, then for sure there are risks, corona or not. -

jeeper58094yWent from partially remote job to fully in the office job in June 2020. Best move ever*. Still have not gotten the Rona, in fact no one has gotten it from the office.
*being the best move ever is about the quality of the work, I liked working remote. -
I’d recommend finding a place to land before jumping ship, though your mileage may vary depending on your experience and connections. I made the mistake of taking the advice of people who had significantly more experience in the industry than me who impressed upon me that I would have no problem finding another gig. I quit in March. I am still unemployed. Much regret.

I switched summer last year, and was very glad I did.
A few industries aside, the world keeps on turning - you need to be a tad careful, but the job market hasn't dried up as much as some make out.
