What languages and tools do I need to build an android app similar to devRant(same functionality)? Please help. Badly need advice for my next project.

It's mostly Titanium/Appcelerator.
Backend is PHP.

For the app, you might want to also look at Cordova and NativeScript. I'd use React Native myself, others might do in Java or Swift.

For the server, I'd suggest using Node, Go, or Java. Other platforms work as well.
