ChappIO46938y@theredcameron vanilla html/css/js is perfect on a chromebook.
It's pretty easy to install ubuntu on it too. And they are only about 200 bucks. I use one for development on-the-go because of the amazing portability. I'm a Java developer though. -

Personally, I'd find a lil road warrior 12'' a few generations old used. Or just look at the latest list of laptops for students, which really means "shit laptops with shit hardware, but at least they're cheap" -
