I would suggest you take your 5 min solution with The manager in private.
Duchbags like those are more likely to accept good solutions in private than to get challenged in a meeting.

I would send a shot summarize of the conversation (positive or not) ,
So it would be on him 😀 either way.
Me: We did [technical debt] and [next feature] is hard to implement because of it. I suggest we do [actual 5 min solution] before proceeding to implement [next feature].
