Those 'small' ones must be tested. They can cascade to big problems.

Even in small changes you can make big mistakes.

"This is a refactor, so should have no functional change. We don't need to test this in the app."

I get it, we're trying to save time to minimize the impact of our horrifically optimistic estimates, but these were our famous last words on more than one occasion.
