- greedy corporation decisions (cut here, cut there,...)
- politics (do this, do that, do NOT do that thing that'd make it fly)

Jk of course. It is a shame as it’s most likely gonna put a strain on the most experienced engineers who will be expected to maintain the same level of productivity while also having the additional responsibility of mentoring (which in itself is obviously not a bad thing if the appropriate amount of time is given to do so)

Bad business decisions by top management are the most horrible thing that can happen to any company.
There normally is nothing anyone else in the company can do to fix them.
