That is what happening, when job description is written by not developer, who tries to copy paste other job descriptions to write like developer.
Ignore developer like phrasing, read keywords from it, to understand what the manager wished to write in reality.
Some of the phrases were added just for good looking potentially

Rough translation from Manager language to normal one:
We use blindly a lot of technologies, Ruby on rails for backend framework, and highly likely we have already written legacy in it, which has no testing and so shit that can be deleted for sure, but we will not let you do it until you gain reputation among us.

We wish to have application working for Androids / IOS / Windwos / MacOs / Webiste, but we will not help you in any problems. You are on your own! Swim or drown

Clean, maintainable, efficient code? Nah, we just added it for words. We have no idea what is it in reality, and our business goals do not have time for any quality. It does not matter that quality code is faster to write than bad code. I repeat, we do not have for this time! No wasting time on any refactorizations.

You will be responsible to mentor / code review / baby sit all the trash coders we already hired. Our current senior is highly likely another junior pretending to be senior.

it’s description of toxic environment, where people don’t talk to each other and are unable to resolve conflicts

Its possible. I remember writing a frontend in python as a Resident Evil Engineer. I left bc everyone else was turning into a zombie.

Maybe they read this article ;-)

Unrelated: is 9k ringgit a good salary for a dev in Malaysia nowadays? I know it's above the median but KL isn't such a cheap place to live anymore, so I'd have expected a bit higher tbh.

I typically write my backends in CSS... I find it extremely performant!

It is indeed a quite generic description but excuse my ignorance, I don't understand what is to hate about it. Can someone explain?

[Read again, comes back to edit]
