huh? ask for an example of something the dev did before in php/laravel. if you understand 50% of what he is talking about, hire the him. If you have no one in your team who knows the tech side, then focus on the personality, and human factor.

Point is, I won't understand because am not an experienced dev. :)

Ask the candidate to tell about some project they worked on, possibly demonstrating some code. Find an actual dev he/she'll have to work with and let them ask the actual questions about the tech aspects. Make sure it's a fit on the human aspects and let your dev be the judge of tech skills
