I had to jump through a couple flaming hoops but there are tons of 3rd party libraries that have make stuff supported on higher APIs for lower APIs. -
If you support <=16,that's 98.4% of the users. If you use compat libs, you'd barely notice it. What's your specific pain (out of interest)
