I don't understand what's the problem here. Of course you can. If he asks to do it, then you say you'll arrange a meeting with him to discuss the pricing, requirements and project's timelines. Will he be able to afford it? Probably not, but who knows. Maybe he's some arab prince, driving uber for fun and he really wants to compete with uber.
