Deadline Driven Development is not sustainable

I work for a government agency, EVERYTHING is fucking deadlines, deadlines are fucking nested on deadlines... and then when they reach "heads will roll" status they set up meetings and they define new deadlines.
No matter what you do it will get sidetracked based on lobby, as in: People are told to work on something with special dedication until some powerful fuck shows up and ask for something else to be put on top of the list... and this cycle repeats itself for administration after administration... because the system is viced and changing it will require more effort and resources than patching it... welcome to the world of Pasta-Politics!
