That's it. I'm inventing a new position :

"Dev support".

Why do people ask me "Hey, visual studio has a pop up saying I'm missing a .net4.6 framework. What should I do ?"

Or "Hey powershell says script execution is disabled, what should I do ?"

Google motherfucker, do you use it ?!

    Back then devs were nerds.
We had more motivation to figure this out since they were the things getting in the way for the games we want to play lol

These days everyone wants to be a dev. And even took the title of "nerd"/"geek" from us!

Will the responsibilities include giving a shoulder to other devs to cry on?

Will it include giving back rubs to burnt out devs?

I guess a position at the workplace is invented only when the owner wants to pay for that role.

That's not dev support - it's code monkey support.

Dev support is support serving devs. Classic example: Software intended to be modified or extended by other devs. The support has to deal with detailed indepth questions about the inner workings - and related bugs.
