@dontPanic this graph represents the number of submissions made by Indians in different languages.
HackerRank if not familiar is a platform consisting of questions where users code and submit.
In India, generally these websites are used mostly by college students and in colleges and universities, C/C++/Java are the primary languages taught. Hence, most submissions are made in these languages.
This graph make sense because the types of problems are mostly based on competitive programming. Not application development. And mostly, all over the world, competitive programmers generally uses C or C++ and sometimes Java.

@justkidding HackerRank consist of various questions where the submissions are in the form of plain text. They are generally quizzes, not coding questions.
Such submissions come under the category of TEXT.
