My office WiFi is freaking fast upto 25mbps, should I download Torrents using it. Is there a possibility that corporate networks are under more surveillance ?

Depends on the it dep.

But looking at our company, the occasional torrent could probably slip by but since we have graphs over last week bandwidth usage any serious torrenting would be noticed and while VPN would hide the exact traffic the mere presence of an unsanctioned VPN will raise suspicions and could be seen as leaking corporate secrets.
