That's a major leap to the conclusion. Crime is a good business when security is underfunded. This has always been the case. It might be true that salaries are too low, but it could just as wel be the case that jobs are less secure than gigs, or that offensive is very easy. It's probably all three. The only fact is that cybercrime thrives because cybersecurity is underfunded.
