This is by no means a pro-Windows comment but why don’t you set your network as metered and disable updates over metered connections? Or have you done that and this is one of Microsoft’s “special instances” where it decides it knows better?
Edit: at 3.7GB though was that a whole new build? π± -
@scytheri0n I don't have a metered option for Ethernet. Don't know why. And I have disabled the update service but this sneaky lil bastard managed to download

@ReliantFever735 I think the latest Insider build allows you to set metered for Ethernet networks but since you’ve disabled it... π
I know M$ ignored a bunch of settings the other week and forced people on to 1709. Maybe that’s similar here. -
I think I found a solution. I disabled a service called 'background intelligence transfer protocol'. Seems to be working

@ReliantFever735 Yeah BITS is one of the things you need to reset when you have issues with WU so that would make sense. (:
