It is a simple character substitution cypher. But, the point is, the phrase is taken from a book called "Gatsby", a book which does not contain a letter "E", the most popular letter in english alphabet.
This confuses the frequency analysis and makes people think it is some different cypher. :)

I just realized I used uppercase letters for no good reason. I shouldn't have been playing Thimbleweed Park until 4 a.m. last night. :P
