You get what you pay for.
You want to be a cheap ass? You're getting a cheap ass product.
Always remind customers or potential customers of that. If they still want to be a cheap ass, they're not worth having as customers. -
1$ = about 70 INR (Indian rupees)
Assuming 8 hours a day, that's 560 INR.
At 30 days a month that's 16,800 INR.
Even with 10-12k INR you can scrape through a month here in India (just. Sort of.). Cost of living is pretty damn low if you have low standards/are desperate. And many people are desperate.
Quality suffers though, so you should be able to get a better project from a client if you have a good portfolio. Many of these people can just barely string a website together. -

I add to this: Often the price you pay doesn't equal the value you get. And this is everywhere. But the majority of the time more the price is high more you will get something with a high value too.
Did anyone tried freelancer.com website?
No offense but how the hell people are ready to take development job for 1$ per hour.
