I'm not too familiar with the inner workings but locally applied CDN could come to the rescue, recently discovered it btw and I don't see a reason not to use at least the basic main frameworks like bootstrap and the sort.

Ofc it's not implemented here but maybe the world is not ready yet for the full glory of .net
