In my country it is opposite

In my time at helpdesk, Asian folks often filled out surveys with one out of five stars but with a glowing comment about how great the service was. Sometimes these folks were called to see how we could improve the service and they often said they meant to “give the best score.” Maybe some are seeing one star as “#1!” even though the rating explanation is right there.
