Get some linux and instead of raging at windows for stupid errors, you can rage at a linux distro for not having the firmware you need. A+

and you can rage at PulseAudio for not having easily switchable sample rates and bit depths

Check services that it managed to close.

If not you might have to kill it.

And you can rage that you probably have to write a bash script first thing after your download to make sure your wifi turns back on after your computer goes to sleep. Rage with the free software and not the one you paid a lot of money for! Then you can jump ship, install a new OS, and rage at something else.

You couldn't have deleted it otherwise.

I’ve had to reboot into safe mode command line to delete files. Either that or you have to find and break the file handles.
