Actually, I did manage to scale up a GIF by roughly that amount - but it was more of a drawing anyway.

Tried to vectorise via Inkscape, but being open source, the UI is such a piece of shit that even easy tasks are completely not intuitive. So I used an online SVG converter instead.

@Fast-Nop Heard waifu2x is really good with scaling images.
