Don't buy based on GHz. Look for benchmarks.

More RAM = good
Pretty much any processor in that range should be good enough
Select GPU to taste depending on your gaming/content creation/DL needs
Give importance to good build and support (hence Dell)
Lenovo consumer laptops are trash, ThinkPads are awesome

@Epstein-guy note that 7700U is a dual core. 8th gen i5 and i7 U-processors are quad cores.

@Epstein-guy btw, 8th gen H-processors are 6-cores. But even the 8559U with 4 cores beats the 7700HQ by 25%.
