Actually you can abuse MS Word to do pretty decent graphic design. That is when you put in a lot of effort. I know because I'm a graphic designer and I'm sometimes forced to create word templates. However i choose Adobe InDesign anytime over anything else.
InDesign is expensive so I do can recommend you Affinity Publisher which costs one time $50. It's a decent layouting programm.

There is also Scribus a open source dtp layout programm but that thing is utter garbage!!!

Adobe's expensive for irregular usage 😑
I don't do a lot of design work anymore, more implement and make this white browser page look like your image when I do have to do front end.
But for a quick and dirty layout web to PDF works 😅 -
Have you tried Canva? It's an android app and also a web app. You can create an account with your Gmail account for simplicity.
The app offers various CV templates. I'm pretty sure you can modify them.
My CV is on doyoubuzz.com because my university offers a special template with the university logo on that website . It's good but I think I would go with Canva once I'm out of university. -
Depending on context, I used LibreOffice, LaTeX, or Photoshop for my CV (increasing order of fanciness).

I made mine in Photoshop, everything was text and a few images before rasterizing then I exported it to PDF lol

and when you try hard to create awesome CV using Word.. recruiters are using Word 2003 so it'll be messy anyway

When you create your CV in HTML/CSS print as PDF and attach that to the job application, because word is annoying you with its lack of layout abilities.
