I wouldn't find that relaxing. I'd find that immensely frustrating.
I'm paid to develop great software, and that's what I want to be doing the majority of the time. Sure, meetings / conferences / social time etc. is inevitable, but if it was to the extent that I was only devving 10% of the time, I'd be moving elsewhere. -

5% Coffee
10% Discussions
5% Thinking why my code is working
