Never really understood this mindset unless you're working on a legacy stack that has real problems upgrading beyond 8.

Hm. I would understand it in eg databases which have highly version dependent behaviour....
But Java? 11 is LTS and has some pretty nice stuff. -

Oracle hasn't really much to say in Java anymore.
OpenJDK took over and Oracle was happy to shift the responsibility to them. Like they do with every thing.
Premium support selling, high license fees, but let someone else do the work.
