Storage doesn't pay for its self, plus that new 15GB is atrocious, considering people would have dumped entire photo libraries into it.
But on the other hand $2 for 100GB is a hell of a lot better then $2.99 for 50GB Apple generously gives. -

To be fair, samsung and other vendors should be taking care of their customers. Expecting google to provide it to every android user is overreaching. -

As for why advertise for free and stop?
It sounds like a dodgey marketing ploy gone bad.
Reading up on this though, it seems existing photos/videos already uploaded won't count towards the quota though. So... it's get as much as you can in, then deal with the cap on top. -
