Afaik the deutsche linux distribution translated a bunch of stuff to german. And afaik not just manuals. Maybe they had a german (ba)sh? Does that count?

Aah, and with lingua perlingata (or how it is called) you can code perl in latin. But it's just a module.

Not to mention Ook! (the programming language for orang utans)

There was a Visual Basic like one with Norwegian syntax. Don't remember the name, though...

There's Portugol, write in Portuguese. It has only the basic stuff, like for loops, if statements, variables, etc. It's used to teach algorithms in some universities here in Brazil.
