@Jilano Why do you think that happens?
Is it because
- Goals don't align
- No incentives
- Outcomes never achieved
Or some other reasons -
With a few ex-colleagues (quite a lot actually, over the years) we thought multiple times about making a cooperative, taking only projects for non-profits, NGO, ethical, etc etc
We never did it. Yet. -

I would assume money. You have only 24 hours in a day, gotta spend 8 hours for salaried work, you are not left with much. -
Root826024ySome projects do make it, but only very few.
They also find a way to monetize because free work still takes effort, and no one wants to work for free — and nor should they. -
However, there was this one time that really worked well for a while. But the problem of outside competition encroaching on the labor pool caused its demise. Oh, and a strong and antagonistic federal government threatening to seize land and assets from the religious order caused people to want to disband to protect what they had been building.

There is a huge level of uncertainty about stability that comes with it.
But folks, it's a common misconception to think you can't make an income from it. NGO, foundations and others have budget. We talked to a few to confirm that.
Of course, it's not going to make you rich... maybe it won't even be decent but I guess the idea isn't about money. If you have a small team where everyone has a partner with decent income, it's totally possible.
