Okay...How the heck do I get this Twitter API? I wanted this API for a project that required elevated access. submitted the application and got rejected.
Then I changed my use case and only needed simple Access to implement Login with Twitter. used my university email, and was rejected again.
Do they even give this API to anyone?

You got to suck the musky dong to get access these days.

Why would you even want to implement social logins?

It's a mystery to me which projects are given access to APIs that only give access after manual reviews ( for example, the youtubeAPI)

I was wondering if they mostly reject big projects or small personal projects.

Haven't submitted anything to Twitter, but 2 of my old youtube-API-requests have been denied after having mentioned it was a "small personal project" - but I still have no idea if that was the reason or because of some detail of the implementation.

I initially didn't want any social login but to access user tweets...but that sounded scary to Twitter so I changed the use case.
