That is how SPAM and phishing targeting works: In this case, they decided to go for the extra gullible people because their chance of success is higher in that target group.

@DeepHotel Posting is automated. A bot crawls for sites with easy registration process and registers (maybe involving automated use of click workers to solve captchas). Then it posts. No step involves a human deciding whether the site is worth the CPU time and IO spent on tainting it with SPAM.
