Sure - just invest the massive amount of startup capital or convince others to do so and you can have your own dev company without being involved in anything except owning the damn thing. But you better are damn skilled in selecting the first actual employees of the company - because you still need someone to actually do development and all the company stuff. And contrary to popular belief, incompetence can actually kill a company.
