I've been looking into it a bit as well, because I love C#. But I haven't really taken the time to set it up properly yet.
Maybe using mono http://www.mono-project.com/
But I've heard VS Code works quite well too. -
@Alopecia Dotnet core cli is actually pretty easy to use, therefore you can use vim, there is even an omnisharp plugin, if you want an ide there are options like vs code (as the other said), Jetbrains Rider (still EAP but a good option) and I think there is a omnisharp ide, but I don't remember the name.

@Alopecia then I would take 2 path2, either do a API client, and use some API (GitHub, spotify, whatever) or a app with its own database, why? Well because it will help you with more skills than just ui
