EMP devices -have- been invented. Hell, you can build one in your garage. Unfortunately, inverse squares will bite you every time - meaning area-of-effect will be fairly limited.
Unless.....
You wrap an inductor around a 50 pound column of military-grade explosives.
Energize the coil
Detonate the explosives in a controlled fashion through the central axis of the coil.
This will cause a rapid uniform collapse and release of the coil's field.
You're still at the mercy of inverse squares, but that's just physics.
