I usually are a bit more political correct and say 'our hiring process has space to improve... A lot' -
If your only comment is "You're stupid", then you're an ass. If you actively try to help them improve or address their stupidity, that's different.
I appreciate some people just won't improve and it's difficult to keep trying to help them. In that case you just have to accept them. -

mt3o19147yNEVER tell anyone they are stupid. They might be stupid when they have to 'think' in your area of expertise, but it's the same other way around.
If you have something against someone, name it and tell them in 1:1 just like your manager did with you.
Remember that someday you might need something from other people and they will remember your behavior.
It's bad habit to burn bridges no matter how antisocial you are.
